I don't quite understand the whole playing-over-chord-changes-makes-good -improv thing. Can anyone help?

Fox example, I'm reading from piano/guitar music, and in one song (White Christmas, if you must know) encountered chords that look like this:
"Bm7/E"
"D#/C#"
"E/D"
What are these!?!?

I belive that the not after the slash is what the bass line is suppose to be playing. Can anybody verify or correct this?
